A number of amendments will made to the VAT reimbursement program for agricultural producers.

A relevant legislative initiative has been registered in Parliament. Thus, it is proposed to expand the number of enterprises eligible to participate in the program. Companies in which at least 75% of activities belong to one of the 6 groups of the Classifier of Economic Activities which have access to the program will be entitled to participate in the VAT program. Today the share of these activities must be at least 95% of all the activities of the candidate for a VAT refund. This change is conditioned by the real situation: a large part of farmers provide services of agricultural nature to other farmers (cultivation services, plowing, sowing, etc.), but at the same time this fact reduces the share of agricultural activities of economic agents and excludes them from the list of program beneficiaries. According to the authors of the project, the implementation of the proposed amendments will require 30 million to 50 million lei. The explanatory note to the bill sais that in 2022, agricultural production in Moldova was affected by natural disasters, especially the severe spring-summer drought. At the same time, at the regional and international level, the prices of agricultural resources have increased significantly: fertilizers have risen by 200-300%, diesel fuel - by 200%, the cost of labor - by 20%. Besides, along with the increase of grain supplies from Ukraine the prices for major locally produced grains go down, which directly reduces the solvency of agrarians and their readiness for the new agricultural season. The proposed measures are designed to eliminate some of the gaps in the VAT reimbursement program for agricultural producers and to ensure greater support for Moldovan farmers. // 18.04.2023 – InfoMarket
