In Moldova, the State Enterprise "State Road Administration" will be reorganized into JSC "National Road Administration".
This is envisaged by the draft amendments approved by the parliament in the first reading to some normative acts concerning the procedure for the administration of highways. The "National Road Administration" will be a commercial company of national strategic importance with wholly public capital. It will perform the duties of administering national highways and related land plots, which are the property of the state, in accordance with the terms of the concession agreements. The purpose of the reorganization of the State Road Administration is to eliminate ambiguities regarding the competence of state administration bodies with powers in the field of administration and management of national roads and state property related to these roads. Also, the reorganization is aimed at consolidating and strengthening the potential of the State Road Administration, improving the mechanism for distributing funds from the Road Fund, as well as clarifying responsibility for the administration and use of funds allocated from the Road Fund for their intended purpose. The reorganization will be carried out in three stages. At the first stage, the property of the State Administration of Highways will be assessed, at the second stage, the blocks of shares will be consolidated by the state buying out private blocks of shares, and the last stage involves the absorption of joint-stock companies specializing in the maintenance of public roads. Within 18 months from the date of entry into force of the law, the Public Property Agency will transfer to the central authority specializing in the field of road infrastructure the management of state land plots related to national roads. Also, the specialized central body will transfer to the administration of roads of national importance and land plots of public use of the state related to roads of national importance, at book value, with their subsequent assessment, on the terms of a concession agreement concluded between it and JSC "National Road Administration" for a period of 35 years. //13.04.2023 — InfoMarket.
