The new Customs Code of Moldova will take effect on January 1, 2024 - six months later than it was envisaged earlier.

This is provided for by the government decree on Tuesday on the enactment of the new Customs Code, which approved directly the Regulation on the application of the Customs Code, as well as a list of decrees that will become invalid. According to Finance Minister Veronica Sireteanu, the document will ensure full harmonization of the customs legislation with the European one and will facilitate the process of Moldova's integration into the EU common market, contributing to further development of international trade by simplifying, modernizing and standardizing the customs processes. The Regulation establishes the procedure for issuing, suspending, revoking, amending and cancelling the Authorized Economic Operator (AEO) permit; the procedure for making decisions on the application of customs legislation; the factors on the basis of which import or export duties are applied; the procedure for establishing customs guarantees; the procedure for refunding and writing off customs debts; rules for placing goods under the customs regime; special procedures; organization and planning of customs control, etc. The document also regulates the form and procedure for completing customs documents, such as the obligation of the guarantor, a request for authorization to use a simplified declaration and registration in the declarant's record; a sample application and authorization of the customs warehouse; sample application and authorization of temporary importation, active processing regimes, etc. // 28.02.2023 - InfoMarket
