Moldova has developed a draft of a new Land Code, which will replace a similar document in force since 1991.

The bill regulates the legal regime of the land fund and land relations that are established between persons, and also provides for a new classification of land and the procedure for their use. The draft of the new Land Code consists of 13 sections and 81 articles that regulate the new land classification. A clear delineation of the functions of state institutions is also proposed: the government, the Ministry of Agriculture and Food Industry, the Agency for Land Relations and local public administration authorities of I and II levels. The law regulates the procedure for maintaining the Land Cadastre. Thus, it is envisaged that the Ministry of Agriculture will develop, coordinate and monitor policies in the field of land relations, implement measures to protect soils and adapt the best practices for the use of agricultural land and the rules for maintaining a land cadastre, etc. Also, the new Land Code will prescribe the procedure for conducting state control in the region land relations, the principles of resolving land disputes and stipulated the distribution of responsibility for non-compliance with legislation in this area; the procedure for land reclamation and their improvement, etc. The new code regulates the norms for creating a unified database on the state land cadastre. According to preliminary estimates, the implementation of the new law will require about 10.6 million lei, which will be allocated from external sources.
