
Moldova to improve the quality of the business environment by revising the regulatory framework in the field of state control and sanctions against business.
Prime Minister Natalia Gavrilita stated this, noting that the quality of the business environment should be one of Moldova's unrivaled advantages in international competition to attract investment. According to the Government's press service, the Prime Minister held a meeting of the Working Group on the Reform of the Legal and Regulatory Framework for Entrepreneurial Activity, which focused on the state control and the system of sanctions for economic agents. Natalia Gavrilita said that in conditions of a small market and uncertainty caused by the war in Ukraine, Moldova must find unsurpassed competitive advantages to attract new investments and support businesses already operating in the country. She noted that institutions with supervisory functions have important responsibilities to ensure security, protect citizens' rights, reduce risks in society, collect funds for the budget, and so on. "But it is important to find a balance between these tasks and to provide as much comfort and support as possible for business people. They are the ones who create added value, jobs and pay taxes to the budget," said Prime Minister. The head of the Cabinet of Ministers said that European integration requires the transfer of strict rules of the European Union into the national legislation. According to her, the Government will have to persist in negotiating favorable conditions for local businesses, so that the new rules do not become too heavy a burden for economic agents. One of the tools proposed to make it easier for economic agents is contained in the "Deregulation Package 1," recently launched by the Ministry of Economy. It will strengthen the principle of deliberative control, which implies that in the first 3 years after registration, companies cannot be sanctioned by regulatory bodies, unless they commit serious or repeated violations. In this context, Natalia Gavrilita stressed that she will personally monitor the improvement of the regulatory framework in the field of state control and sanctions against the business environment. Group experts will assess whether the regulatory authorities comply with the principles of proper regulation and legislation in the sphere of state control, and subsequently develop urgent measures to improve the sphere of state control and the system of sanctions. At a later stage legislative changes will be proposed both to horizontal legislation (control law and codes with sanctions) and vertical legislation, in each of the specific areas of control - tax, customs, fire, sanitary, etc. The working group was created last November 7, is coordinated by the Ministry of Economy and consists of representatives of state institutions, the Parliamentary Commission for Economy, Budget and Finance, the Presidential Administration, as well as EU experts and the Secretariat of the Economic Council under the Prime Minister. // 13.01.2023 – InfoMarket
