The Moldovan Customs Service, in partnership with the USAID Moldova Institutional and Structural Reform Program (MISRA), organized an event on Tuesday to inform the business environment about the phased transition to the use of electronic customs declaration for all customs regimes. This was made possible through USAID's support through the MISRA Program, which provided a data storage space that allows for electronic archiving of not only customs declarations, but also copies of accompanying documents. These digital reforms are expected to improve the quality of services provided to citizens and economic agents, reduce costs and time for customs clearance for both customs officials and declarants. It will also reduce the risks of fraud and corruption through online monitoring of customs operations, as well as by eliminating contact between brokers and customs officers, and provide greater transparency and predictability of control procedures. Recall that since 2013, economic agents can use the electronic customs declaration when exporting, from 2014 - when importing, and from 2017 - when transiting. From January 2023, it will be possible to start the phased implementation of the electronic customs declaration for all other customs regimes. During the event, CS Deputy Director Nicolae Vutcariov expressed his gratitude to USAID for supporting the implementation of paperless document management by the customs department and the wider use of electronic declarations. USAID MISRA Program Director David Anderson, in turn, said that work with the Customs Service to implement the concept of a complete digital transformation will continue, since today some processes are still carried out on paper documents. During the presentation of the electronic declaration system, representatives of companies that already use it spoke about its advantages and capabilities.
