According to the bill, the revenues of the state budget next year will amount to 50 billion 066 million 602.7 thousand lei (+ 9.2% by 2021), and the expenditures - 65 billion 202 million 602.7 thousand lei (+13.1 %). The deficit will amount to 15 billion 136 million lei. About 93% of the state budget revenues (46.7 billion lei) will come from taxes and duties. More than half of the expenditures - 33.5 billion lei (51.4%) - will be transfers to other budgets, and 48.6% - the expenditures for the implementation of programs through the central public administration authorities. Expenditures for the implementation of projects financed from external sources will amount to about 5.4 billion lei in 2022 (8.3% of the total state budget expenditures). In 2022, it is planned to implement 109 projects financed from external resources, of which the largest are projects for the repair and construction of national and local roads, interconnection of the electric power systems of Moldova and Romania, etc. The draft budget for 2022 also provides for the allocation of resources to increase the assistance for the cold season by 200 lei, along with an increase in the number of recipients of this assistance, payment of partial compensation to households for gas and heating costs, etc. Also, the bill stipulates a gradual increase in the salaries of public sector employees. The draft budget for 2022 stipulates capital expenditures of 6.7 billion lei (+1.8 million lei by 2021), while capital investments are planned at about 2.7 billion lei (+405 million lei). The state budget deficit in 2022 is planned at the level of 15.1 billion lei, and the main sources of its financing will be external sources (net receipts from external loans to support the budget and the implementation of projects financed from external sources) - 9.2 billion lei, internal sources - issue of government securities worth 4.9 billion lei, and funds from the sale and privatization of state assets - 500 million lei. It is planned that as of December 31, 2022, the total national debt will not exceed 103.3 billion lei (40.4% of GDP, which is 3.7 percentage points more than in 2021). At the same time, the internal public debt will not exceed 39 billion 575.3 million lei, and the external public debt - 63 billion 735.8 million (equivalent to $3 billion 317.8 million lei).
