
The Moldovan government approved the draft Law on the State Budget for 2022 with a deficit of 15 billion 136 million lei.
In particular, as planned, the revenue part of the state budget next year will amount to 50 billion 066 million 602.7 thousand lei (+ 9.2% by 2021), and the expenditure side - 65 billion 202 million 602.7 thousand lei (+ 13.2%). As Finance Minister Dumitru Budianschi noted, the project was developed taking into account the forecast of GDP growth in 2022 by 4.5%, inflation - 6.9%, an increase in exports by 10.6%, imports - by 5.1%, average growth of salaries in the economy by 10%. At the same time, taking into account the recent evolution of inflation and economic growth, the state budget is based on an analysis of risks for the next year and is ready to cope with these risks. The head of the Ministry of Finance noted that the increase in revenues is mainly due to the increase in tax revenues as a result of improved macroeconomic indicators and fiscal policy measures. It is envisaged that the receipts of taxes and duties in the 2022 budget will amount to about 46.7 billion lei, or 93% of the total revenues. Thus, it is expected that from the total amount of state budget revenues in 2022, more than 46 billion 669 million 181.5 thousand lei will be received in the form of taxes and duties. Grants in the overall structure will amount to over 1 billion 317.9 million lei, or 2.6%, and other revenues - 2 billion 062.5 million lei, or 4.2% of the total revenues. Herewith, of the total amount of state budget expenditures, about 33.5 billion lei (51.4%) are transfers to other budgets, and 48.6% are expenditures for the implementation of programs through the central public administration authorities. Expenditures for the implementation of projects financed from external sources will amount to about 5.4 billion lei in 2022 (8.3% of the total state budget expenditures). As Dumitru Budianschi specified, this will be a record amount of such expenditures for state budgets. In 2022, it is planned to implement 109 projects financed from external resources, of which the largest are projects for the repair and construction of national and local roads, interconnection of the electric power systems of Moldova and Romania, etc. The draft budget for 2022 also provides for the allocation of resources to increase assistance for the cold season by 200 lei, along with an increase in the number of recipients of this assistance, payment of partial compensation to households for gas and heat costs, etc. Also, the bill stipulates a gradual increase in the salaries of public sector employees. The draft budget for 2022 stipulates capital expenditures of 6.7 billion lei (+1.8 million lei by 2021), while capital investments are planned at about 2.7 billion lei (+405 million lei). In particular, the volume of capital investments is expected to amount to 2 billion 662 million 830.6 thousand lei. As the head of the Ministry of Finance noted, the state budget deficit in 2022 is planned at the level of 15.1 billion lei, and the main sources of its financing will be external sources (net receipts from external loans to support the budget and implement projects financed from external sources) - 9.2 billion lei, internal sources - the issue of government securities in the amount of 4.9 billion lei, and funds from the sale and privatization of state assets - 500 million lei. It is planned that as of December 31, 2022, the total national debt will not exceed 103.3 billion lei (40.4% of GDP, which is 3.7 pp more than in 2021). Meanwhile, the internal public debt will not exceed 39 billion 575.3 million lei, and the external public debt - 63 billion 735.8 million (equivalent to $ 3 billion 317.8 million lei). The head of the Ministry of Finance emphasized that, given the impact of the pandemic crisis and the rise in energy prices, budget support from external partners has a very important role, since own resources and funds would not be enough to ensure financial and economic stability. As Prime Minister Natalia Gavrilita noted, the budget for 2022 can be called a budget for people and for development, since it provides for a noticeable increase in spending on social protection of citizens and an increase in allocations for development - repair and construction of roads, for regional and local development, infrastructure development. The head of government also indicated that in terms of expenditures, an increase in wages in the budget sector, an increase in funds for the Road Fund, for investments in road infrastructure, for regional development, etc. are envisaged.
