This was stated by Deputy Prime Minister, Minister of Infrastructure and Regional Development Andrei Spinu, speaking on the air of TVR Moldova, recalling that in general, the project of asynchronous interconnection of the electric power systems of Moldova and Romania will be completed by 2024. In addition to the construction of the 400 kV transmission line Vulcanesti-Chisinau, it envisages the construction of a back-to-back conversion station in Vulcanesti, modernization and expansion in Chisinau and Vulcanesti of 400 kV stations. Andrei Spinu noted that there is a feasibility study and financial resources for the implementation of this project, but the problem is that the competition for the selection of a company for the construction of a 400 kV power transmission line Vulcanesti-Chisinau lasts a very long time, a whole year. “Now we have accelerated the process and are already in the final phase. In the coming months, a contract will be signed with the company that will build a 400 kV transmission line Vulcanesti-Chisinau. Additionally, in parallel, tenders are being held for the construction of a back-to-back station in Vulcanesti and for the modernization and expansion of stations in Chisinau. The project is funded from many sources - the European Bank for Reconstruction and Development, the European Investment Bank, the World Bank, the European Union. This is a large project, and I hope, I am almost sure that in 2022 the design of the construction of the Vulcanesti-Chisinau power transmission line will begin and the work itself will begin on its construction. In parallel, we need to adopt a law recognizing the construction of the Vulcanesti-Chisinau power transmission line and the Back-to-Back station in Vulcanesti as a project of national importance in order to accelerate the implementation of the project. We are working on these documents and are planning to adopt it no later than in October, ”said Andrei Spinu. In his opinion, earlier the implementation of the project of asynchronous interconnection of the electric power systems of Moldova and Romania was hampered by the previous authorities, taking into account their interests in the field of energy and the implementation of certain schemes for the purchase of electricity from one source through companies, etc. As previously reported, the total cost of the project "Interconnection of electrical networks of Moldova and Romania, stage I" is 260.9 million euros. To finance the work, a loan agreement was concluded between Moldova and the European Bank for Reconstruction and Development for 80 million euros; a financing agreement between Moldova and the European Investment Bank for 80 million euros; loan agreements were signed between Moldova and the International Development Association from the World Bank Group for a total amount of EUR 61 million, as well as a grant agreement between Moldova, SE Moldelectrica and the EBRD for EUR 39.9 million. The project provides for the construction of a 400 kV overhead power line Vulcanesti-Chisinau, with a length of about 158 km.
