She clarified that 36.4 million euros, the allocation of which was reported by high-ranking representatives of the European Commission in Chisinau, do not apply to the EU macro-financial assistance in the amount of 50 million euros, and these funds in the amount of 36.4 million euros are allocated in the form of a grant and will be received to the budget of Moldova on the basis of previous programs with the EU. At the same time, as the head of government noted, the decision to allocate the second tranche of EU macro-financial assistance in the amount of 50 million euros to Moldova could be made next week, since our country fulfilled all the conditions for this, except one, which depended not on the government, but on the Prosecutor General's Offices and the Moldovan authorities hope that, taking this into account, as an exception, the European Union will decide on the allocation of the second tranche of EU macro-financial assistance to Moldova in the amount of 50 million euros. “To receive this money, we fulfilled all the conditions, including, adopted a new Customs Code and amendments to the Law on the National Integrity Authority and the Law on Declaring Property and Personal Interests, made a decision to increase the transparency of public procurement in healthcare. The only remaining unfulfilled condition is the submission of the Strategy for recovering money stolen from the banking system as a result of a major fraud. We held hearings in parliament on this matter, tried to hold them with the participation of the Prosecutor General, but he did not come. We have seen the letters he wrote. We very much hope that our European partners, as an exception, will not insist on the fulfillment of this last condition, since it does not fully depend on the government, but in fact, its implementation is within the competence of the Prosecutor General. We hope that the EU countries will approve the second tranche of macrofinance assistance in the amount of 50 million euros for the allocation of Moldova, ”the prime minister said. As InfoMarket reported earlier, European Council President Charles Michel said that the EU will provide Moldova with 50 million euros as the second tranche of emergency macro-financial assistance after the fulfillment of mutually agreed conditions. He recalled that our country had previously received the first tranche of this extraordinary EU macro-financial assistance in the amount of EUR 50 million at the end of November 2020.The agreement on new EU macro-financial assistance to Moldova (Omnibus) was signed on July 21, 2020 and provides for the provision of a concessional loan to our country in the amount of 100 million euros, which will be allocated to it in two equal parts - 50 million euros each - in the period 2020-2021. The loan will be repaid for 15 years with the same grace period. The loan will be repaid in one tranche. The interest rate on the loan depends on the cost at which the European Commission will borrow money in the international financial market.
