
Business proposes to include almost 50 more new issues in the Roadmap for digitizing the economy.
According to the Economic Council under the Prime Minister, over the past two months, 47 new issues, initiatives and proposals have been collected for inclusion in the Roadmap to digitize the economy and promote e-commerce. In the context of the pandemic and its consequences, the business community and donor institutions insist on the urgent implementation of a whole series of digital reforms, which were previously proposed, but remained unnoticed by the authorities. The new package of proposals provides for the creation of conditions for the smooth operation of non-bank payment operators in the market. This will allow economic agents to gain access to cheaper, flexible and modern services when making non-cash payments, which are currently at a disadvantage, in contrast to technologically developed countries and do not meet the expectations of consumers and merchants. Another business proposal is related to the preservation of online access to the Register of Legal Entities in Moldova. Today, economic agents who want to establish business relations with foreign investors have to go through a series of bureaucratic, expensive and exhausting procedures in order to receive extracts from the State Register from state institutions, which must also be translated, certified and apostilled. Abroad, this information is obtained through a secure portal that contains open and reliable data about a potential partner company. Business asks to create similar conditions in Moldova in order to save time and money. It is also proposed to synchronize legislation on e-commerce. Currently, the Law on Electronic Commerce and the Law on Consumer Protection addresses some aspects and issues differently than in the Civil Code or other regulations, which misleads economic agents. In addition, it is proposed to promote and encourage online trading. Today, street vendors, retail properties and online stores are subject to the same tax conditions, although the rules of the game are different in all of these segments. Experts propose creating conditions to support the development of e-commerce, which does not require certain elements, such as cash registers or tax audits. It is proposed to exempt Internet merchants from providing evidence of financial transactions, since the tax authorities can already track them electronically. As expected, immediately after the elections and the stabilization of the political situation in the country, the Secretariat of the Economic Council will present to the authorities an additional package of proposals for the digitization of the economy.// 24.06.2021 — InfoMarket.
