
In Moldova, within the framework of the WB Project, measures are being taken to revise the methodologies for assessing residential and non-residential real estate.
This was reported by the Public Services Agency, noting that this was discussed during a meeting dedicated to the implementation of the Property Registration and Appraisal Project financed by the World Bank, as well as summing up the work in Moldova of the WB mission representatives who monitored the implementation of the project. Its overall goal is to improve the quality and transparency of the land administration and appraisal system in Moldova by ensuring the registration of all immovable property transferred to private ownership, delineation of land in public ownership, and real estate valuation for tax purposes. The mission of the Public Services Agency, which is implementing this project, is to complete the mass initial registration in about 490 rural settlements in which no systematic cadastral work has yet been carried out, as well as to assess all real estate objects in the country. During the working sessions, representatives of the Public Services Agency informed the representatives of the World Bank mission about the beginning of cadastral work in the country. Currently, the work required for the registration of real estate is being carried out in the settlements of Ocnita, Edinet, Briceni, Soroca, Floresti, Donduseni, Drochia, Falesti, Singerei districts. Initiated work on the demarcation of public property in the municipality of Balti. Tenders are being held for the right to conclude agreements for the performance of cadastral works in the Straseni, Glodeni, Soldanesti districts and works on the delimitation of public property in the municipality of Chisinau. In order to improve the quality of the real estate appraisal system and provide the real estate market with up-to-date information on real estate prices and its appraised value, the project is taking measures to revise the methodologies for appraising residential and non-residential real estate. Director of the Agency for Public Services Vladislav Zara thanked the WB representatives for their cooperation and support of the projects implemented by the Agency for Public Services. The project is being implemented on the basis of the Financing Agreement between Moldova and the International Development Association, signed on September 17, 2018. Earlier it was reported that for the implementation of the Property Registration and Valuation Project, Moldova will receive a loan of 30.1 million euros from the World Bank.
