The introduction of a new Pricing Methodology for petroleum products will lead to the suspension of oil companies’ sales - FIA Executive Director Ana Groza.
During the second public hearings on Wednesday, organized by the National Energy Regulatory Agency (ANRE), to develop a new Pricing Methodology for petroleum products, Ana Groza, Executive Director of the Foreign Investors Association (FIA), noted that the main representatives of the industry refused to participate in these hearings. The reason for this was the authorities’ complete disregard of all the proposals of market participants, which were sent to various authorities - ministries, government, and parliament for several months. Speaking on behalf of the industry, Ana Groza noted that the law passed by the parliament, which provides for the introduction of a new Pricing Methodology for petroleum products, is contrary to the Law on Accounting and Financial Reporting. In particular, the law provides for the application of the new methodology in respect of each consignment of fuel imported to Moldova (gasoline, diesel fuel, liquefied gas), which is contrary to Moldova’s financial legislation. “With the introduction of this methodology, companies will not be able to carry out accounting for each batch, while coming to the only decision to suspend their sales so as not to violate the accounting law,” Ana Groza emphasized. She also pointed out inconsistencies with the realities and market mechanisms of a number of provisions that are supposed to be used in the new methodology. In turn, ANRE director Eugen Carpov noted that the agency understands the contradictions between the adopted amendments to the Law on oil products market and the logic and law on accounting. “We understand and have tried to analyze these provisions under various aspects, but we have not found the physical or legal opportunity to go down a different line. The law has been passed. This is an organic law. And if it contradicts other laws, the contradictions must be corrected by the legislators, which is now impossible,” Eugen Carpov emphasized.
