Moldovan authorities start the process of digitizing the procedure for using TIR carnets.

The Customs Service reported that, at the international level, new provisions of Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention) have taken effect. They provide for the digitization of procedures for the use of international road transport carnets. On this occasion, the United Nations Economic Commission for Europe (UNECE) and the International Road Transport Union (IRU) organized an official eTIR launch ceremony with representatives from customs administrations, international organizations, road transport agencies or associations from more than 40 countries, including Moldova. As noted by the Customs Service, Appendix 11 of the TIR Convention, which entered into force on May 25, provides for the digitization of the procedures for using TIR carnets. The eTIR system includes data entry into a unified information system that will be automatically disseminated to customs administrations involved in transit and customs clearance of goods. This way of entering and using electronic data in real time will minimize border crossing times and facilitate international trade. At the same time, prior submission of transaction data to customs will facilitate effective risk management and ensure the exchange of data between the entities involved. In Moldova, the eTIR project was developed with the support of the UNECE and the USAID Moldova Structural Reform Program. Let us recall that the TIR Convention was developed to facilitate the international carriage of goods in transit using a standard customs document recognized by the states parties to the convention, which allows goods to be transported without unloading and reloading across one or more borders. Currently, 77 countries are members of the TIR system.
