The deputies, therefore, supported the government's request for the introduction of a state of emergency in the country in order to take urgent measures, which are dictated by the dynamics of the development of the national and international epidemiological situation due to COVID-19. Acting Prime Minister Aureliu Ciocoi, speaking in parliament, noted that the situation with COVID-19 in Moldova has deteriorated significantly, the government is making efforts to stabilize it, but the current retired Cabinet does not have the necessary powers to impose strict quarantine measures, to amend the budget to help those in need, etc. Any attempts by the National Emergency Public Health Commission to restrict the opening hours of markets, the HoReCa sector, schools or public transport have resulted in protests and lawsuits. Aureliu Ciocoi said that the cabinet with limited powers does not have leverage to effectively manage the pandemic crisis, it cannot initiate bills, ask for budget adjustments to redistribute its funds, including to pay compensation to citizens and businesses affected by COVID-19, and therefore, it is necessary to introduce a state of emergency throughout the territory of Moldova. The Acting Prime Minister noted that in the near future the government's action program will be presented during the state of emergency. As the Socialist Party of RM deputies, who developed the decree on the introduction of the state of emergency in Moldova, said, we are not talking about blocking economic activity: the state of emergency involves giving the government and the National Emergency Commission of Public Health the opportunity to make certain decisions, since now they are not allowed by legislation. They noted that there will be no lockdown in Moldova, but it is necessary to urgently amend the budget in order to abandon non-priority expenses, for example, some purchases or repairs, and redirect these funds to fight the pandemic, to purchase vaccines and to help doctors. The parliamentarians noted that they will not allow the introduction of last year's restrictions and completely restrict the work of economic agents, and the introduction of the state of emergency will allow the government or the Commission for Emergency Situations in the field of health to quickly respond to emerging challenges. According to the adopted resolution, it is planned that during the period of the state of emergency, the Commission for Emergency Situations will issue a number of orders, including, establish a special regime of entry / exit from Moldova, a special regime of movement on the territory of Moldova; will introduce a quarantine regime and approve other mandatory sanitary and anti-epidemic measures. In addition, a special mode of operation will be established for all subjects, and a ban on holding meetings, public demonstrations and other mass actions will be introduced. It will also be instructed, if necessary, to rationalize the consumption of food and other essential products, to apply other measures to prevent, reduce and eliminate the consequences of the COVID-19 coronavirus pandemic.
