This is provided for by the relevant amendments to the Law on the implementation of Section III of the Tax Code and the Law on the Customs Tariff, which were adopted by the parliament on Thursday. In particular, the proposed amendments to tax and customs legislation stipulate that during a state of emergency and / or a public health emergency, the supply of the COVID-19 vaccine to the territory of the country is exempt from VAT without the right of deduction for imports and / or purchased from public financial sources. In addition, the import of such vaccines is exempt from customs duties and customs fees. Such measures are intended to stimulate economic agents to purchase and import vaccine against COVID-19 into Moldova. It should be noted that on February 12, the Moldovan parliament adopted a bill in two readings at once, which will simplify and speed up the process of purchasing vaccines against COVID-19. The law approved by the deputies allows the current government to purchase vaccines against coronavirus in deviation from the Public Procurement Law, to conduct direct negotiations with manufacturers in order to buy a vaccine against COVID-19 as soon as possible and launch the procedure for mass vaccination of citizens. The document allows, in the case of public procurement of vaccines against COVID-19, initiated before December 31, 2021, to establish a shorter, 10-day period between the date of publication of the announcement for participation in the Public Procurement Bulletin and the deadline for submitting offers. In addition, communication with economic operators is allowed, including the submission of offers and clarifications through the Automated Information System "State Register of Public Procurements" or on paper if the Information System "State Register of Public Procurements" is not functional, and within the framework of the negotiation procedure without prior publication of an announcement to participate - by e-mail. It was also agreed that in urgent situations, it is allowed to award public procurement contracts for vaccines against COVID-19 by using the negotiation procedure without first publishing an announcement for participation.
