The ANRE considers that in the current situation the method of limiting prices for oil products in accordance with Platts quotes would become a transparent tool for accurate correlation of prices at gas stations.
This is stated in the message of the regulator (ANRE), who made a number of explanations in connection with the latest changes in prices for oil products in order to avoid speculation or unfounded interpretations. The National Energy Regulatory Agency recalled that, as a result of amendments to the Law on Petroleum Products, introduced in November 2018, the parliament canceled the mechanism for limiting maximum prices and returned to the method of limiting the profitability of trading in petroleum products on the domestic market. Thus, according to the decision of ANRE, the maximum profit margin from annual activities for the sale of petroleum products is 10% of the annual consumption and costs associated with this activity, excluding costs that do not relate to the import and / or sale of petroleum products. ANRE emphasizes that it exercises control over the license holders operating in the oil products market and strictly monitors compliance by market operators with the Methodology for the formation and application of prices for these products, which is based on the applicable national accounting standards. As noted by the regulator, thus, the current legislation limits the ANRE's ability to interfere with other instruments in the pricing mechanism for oil products. At the same time, ANRE analyzes the comparative dynamics of development in the relevant area, both in the domestic and regional markets of oil products.
