Moldova's state budget revenues from the Customs Service in the first half of the year amounted to 20 billion 384.38 million lei, an increase of 1.36 billion (+7.2%) compared to the same period in 2025
According to the Customs Service (CS), the largest share of this revenue comes from value-added tax (VAT) at approximately 68.6%, followed by excise duties at 24.6%, customs duties at 6.5%, and other categories of payments, including the customs procedure fee at 0.3%. VAT on imports amounted to 13 billion 979.78 million lei (68.6% of total state budget revenues from the CS). Compared with the same period in 2025 (12 billion 917.87 million lei), its amount increased by 1 billion 061.9 million lei (+8.2%). Excise taxes on imports amounted to 5 billion 021.95 million lei (24.6% of the total amount of revenues to the state budget from the Customs Service). Compared with the same period of the previous year (4 billion 759.55 million lei), the increase amounted to 262.4 million lei (+5.5%). At the same time, excise taxes on imported petroleum products amounted to 2 billion 229.49 million lei (44.4% of the total amount of excise taxes), which is 7.3% (151.31 million lei) more compared to the same period of last year (2 billion 078.18 million lei); excise taxes on tobacco products – 1 billion 619.75 million lei (32.3% of total excise taxes), an increase of 10.4% (+152.44 million lei) compared to the same period of last year (1 billion 467.31 million lei); excise taxes on imported vehicles – 895.79 million lei (17.8% of total excise taxes), a decrease of 5.4% (−51.55 million lei) compared to the same period of last year (947.35 million lei); excise taxes on imported liquefied gas – 106.51 million lei (2.1% of total excise taxes), a decrease of 5.2% (−5.79 million lei) compared to the same period of last year (112.3 million lei); excise taxes on imported beer – 62.52 million lei (1.2% of total excise taxes), an increase of 5.3% (+3.13 million lei) compared to the same period in 2025 (59.4 million lei); excise taxes on vodka, liqueurs, divins and other beverages – 84.69 million lei (1.7% of total excise taxes), an increase of 15.5% (+11.35 million lei) compared to the same period in 2025 (73.34 million lei); excise taxes on other goods – 21.3 million lei (0.4% of total excise taxes), an increase of 6.7% (+1.33 million lei) compared to the same period in 2025 (19.96 million lei); Excise duties on imported wines amounted to 1.9 million lei (0.04% of the total excise duties), which is 10.3% (0.18 million lei) more than in the same period of 2025 (1.72 million lei). Herewith, customs duties in the first half of 2026 amounted to 1 billion 323.11 million lei (6.5% of the total amount of revenues from the Customs Service to the state budget). Compared with the same period last year (1 billion 296.16 million lei), the amount increased by 26.96 million lei (+2.1%). Fees for customs procedures amounted to 30.42 million lei (0.1% of the total amount of revenues to the state budget). Compared with the same period last year (22.95 million lei), they increased by 7.47 million lei (+32.5%). With the entry into force of the new Customs Code, the customs procedure fee was abolished. Currently, this tax is levied only on residents of free economic zones and the Giurgiulesti Port who have chosen to operate in accordance with the rules in effect as of December 31, 2023. According to the Customs Service, the presented data reflect the CS's significant contribution to ensuring the country's fiscal stability through effective revenue collection and consistent enforcement of customs legislation.
