In 2025, the retail price of a pack of cigarettes cannot be lower than 42.5 lei
The State Tax Service announced this, specifying that, according to the Tax Code, the retail price of a pack of cigarettes cannot be lower than the base price for a single pack containing 20 cigarettes. This is the value obtained by multiplying the minimum excise tax rate for the reporting year to the volume in kind (1,000 pieces) by a factor of 1.46, multiplied by the number of cigarettes in a single pack and divided by 1,000. This mechanism was introduced from April 2023 and is considered to guarantee stable and predictable revenues to the state budget, ensure fair competition for all economic agents and contribute to the effective implementation of government policies in the tobacco sector. Since for 2025 the minimum excise tax rate per 1,000 units of cigarettes or cigarillos is set at 1450.48 lei, based on the calculation formula provided for, the base price of a pack containing 20 cigarettes this year is 42.5 lei. Selling cigarettes at a lower price is prohibited.
