
Citizens who decide to return to Moldova from abroad will be able to import a personal car with a service life of up to 9 years without paying a fee.
This is provided for by the draft law on granting tax and customs benefits for Moldovan citizens returning home, which was adopted by the Parliament in the second reading on the initiative of Moldovan President Maia Sandu. The document provides that Moldovan citizens who have lived abroad for at least 3 years will be able to enter the country upon their return with certain tax benefits and will not pay import duties on imported personal items, household items, furniture, appliances, a family car. At the same time, it was originally planned that without paying customs duties they would be able to import 1 vehicle with a service life of not more than 7 years from the date of its release, whose customs value does not exceed 400 thousand lei, and the engine capacity does not exceed 2000 cubic cm and 2500 cu. cm, respectively, for different headings. However, within the framework of the second reading, an amendment was approved, according to which the exemption from import duty on a vehicle will apply to cars with a service life of up to 9 years, and not up to 7 years. This is due to the fact that many members of the diaspora who want to take advantage of the benefits provided to them reported that they own cars in very good condition, but their life is 7-9 years. In addition, as part of the second reading, it was stipulated that vehicles imported duty-free could not be sold, pledged, donated, given into possession or use for 3, not 5 years, as previously established. As before, the vehicle must not show visible defects and/or accident damage, and it must not be intended for commercial or industrial use. Also, citizens of Moldova, upon return, will be allowed to import personal items without paying customs duties within the limits specified in the application previously submitted to the Customs Service. The origin and quantity of items for personal use must not indicate that they are imported for the purpose of sale. The provisions of the bill will apply to persons who have been abroad for at least 36 months within the last 48 months.
