
Imports to Moldova of used motor cultivators and tractors with a long service life will be exempted from excise duties.
This is provided for by a relevant legislative initiative, which was supported by the government at a meeting on Friday. In particular, the Cabinet of Ministers gave a positive opinion on the relevant draft amendments to the Tax Code, which was developed earlier by the PAS MP and now the Minister of Agriculture and Food Industry Vladimir Bolea. He proposed to cancel the excise rates currently stipulated in the legislation for imports in Moldova of used motor cultivators, tractors used in agriculture and forestry (13 tariff items in all). The Government noted that the draft law aims at increasing the competitiveness of the agricultural sector and the life of the tractor should not represent a paradigm in case of environmental considerations. The Cabinet of Ministers stressed that the exemption from excise duties on imports of second-hand motor cultivators and tractors used in agriculture and forestry would improve competitiveness, increase incomes and expand export opportunities of agro-food products. It should be noted that since 2021 Moldova lifted the ban on import of tractors with a long service life, setting special excise taxes for them. Thus, tractors with up to 12 years of use are not subject to excise duty, those with 13-15 years of use are subject to excise duty at the rate of 10 lei per cc, those with 16-18 years of use - 20 lei per cc, those with 19 years and older - 60 lei per cc. Wheeled tractors used in agriculture and forestry with operating time up to 20 years old are not subject to excise duty, and with operating time from 21 to 23 years old - 10 lei/cc, from 24 to 26 years old - 20 lei/cc, over 27 years old - 60 lei/cc. The author of the draft law said that only three agricultural tractors with a lifetime of over 20 years were imported to Moldova in 2021.
