Moldovan Parliament has passed in the second reading the draft law on industrial emissions.

The document stipulates that local authorities will control pollution caused by industrial activities and inform the population about the level of pollution. The draft law on industrial emissions establishes the legal framework to prevent and control pollution caused by industrial and economic activities, in order to reduce emissions into the air, water, soil and waste, to promote and apply the best available methods to achieve a high level of environmental protection. The subject matter of the law are the procedures and regulations used in the process of preventing and controlling air, water and soil pollution and waste generation, preventing or reducing the negative impact on the environment and human health resulting from industrial and economic activities. According to the document, the government will define the objectives and ensure the implementation of the state policy in the field of pollution prevention and environmental control. Local public administration bodies will be obliged to inform the population about the level of pollution of environmental components. A system of integrated environmental permits will be introduced. Environmental permits for emissions into water, air and soil will be established for each source of pollution, and not for economic agents, as at present. This will remove the obligation to obtain different types of permits for activities: for emissions of pollutants into the atmosphere, for wastewater discharges, for waste management. Industrial emissions are emissions of pollutants that are released into the air, water and soil by industrial plants and have a harmful effect on human health and the environment. They result from activities such as electricity and cement production, waste disposal and incineration, and intensive animal husbandry.
