In particular, the document will provide local and foreign investors with clearer and more predictable operating conditions in line with European Union standards. In addition, investments will be encouraged in sectors with high potential for growth, innovation, and added value, including digital technologies, energy, infrastructure, healthcare, research and innovation, green investments, and projects that contribute to regional development. An important innovation is the introduction of a special regime for strategic investments. Administrative procedures will be streamlined, and the Investment Agency will serve as a single point of contact for investors. Investments totaling 25 million euros or more may be granted land-use incentives, and projects totaling 50 million euros or more will be able to enter into investment agreements with the Moldovan government. The bill establishes a predictable framework for investment projects with clearly defined eligibility criteria, conditions, and application deadlines. The new law also strengthens legal protection for investors, regulates cooperation in the context of international disputes, and establishes a framework for guaranteeing investors' rights in accordance with the best international practices. "Investments require clear rules, predictability, and a framework in which projects vital to the economy can be implemented more easily. The new law creates these conditions and, for the first time, introduces a clear framework for strategic investments. This is an important step toward a competitive investment environment and bringing Moldova's economy closer to European standards," said Minister of Economic Development and Digitalization Evgheni Osmochescu. According to the government, investments in Moldova's economy reached 41.4 billion lei in 2025, which is 17.6% higher than in the previous year. Investment activity picked up, particularly in infrastructure and the development of production capacity. At the same time, in 2025, Moldova attracted approximately 409 million euros in foreign direct investment, and the total volume of accumulated foreign direct investment in the economy reached approximately 5.4 billion euros. Most of these investments come from European Union countries, and the manufacturing sector remains one of the main areas for foreign capital investment. // 12.08.2026 — InfoMarket
