Specifically, this is provided for by the relevant amendments to the Law on the Organization and Operation of the Unified National Emergency Call Service 112, which Parliament adopted in the second reading. The amendments introduce into the legislation the basic concepts related to eCall as an integral part of the EU-compatible 112 Automated Information System (SIA 112). eCall is a technology installed in vehicles throughout the EU. The system automatically dials 112 free of charge in the event of a traffic accident or can be activated manually by pressing a button. Its operation is not dependent on the country where the vehicle was purchased or registered. Once activated, the system establishes a connection with call centers (in Moldova, with the 112 service call centers), providing an audio link to operators and automatically transmitting the minimum set of data required for a rapid response. eCall calls are handled with the same priority and urgency as any other calls to the 112 service. These legislative amendments modernize the Unified National Emergency Call Service 112 and implement the commitments Moldova has undertaken as part of its accession process to the European Union. They establish the necessary legal framework for integrating the eCall system into the 112 service infrastructure. Technical details regarding the standardization of the transmission of the minimum data set and audio communication between vehicles and call centers will be established by a government decision. The draft was developed by the Ministry of Internal Affairs in cooperation with the National Unified 112 Emergency Call Service. The document will enter into force on May 13, 2027, along with amendments to the Law on Electronic Communications. An exception is the provision regarding the obligation of manufacturers and importers of vehicles equipped with the eCall system to inform consumers about the system’s functional capabilities or limitations, including the extent of its compatibility and integration with the applicable technical requirements of the 112 Service’s Automated Information System. This provision will take effect on January 1, 2030.
