The National Agency for Communications Regulation (ARCOM) has adopted a resolution establishing a general technical framework for the implementation of the Number Verification API by Moldova's mobile operators—Moldtelecom, Orange Moldova, and Moldcell—designed to prevent and combat the falsification of the caller's number, a phenomenon known as "CLI spoofing." CLI spoofing is a fraudulent practice in which callers falsify the number from which the call originates, resulting in a real call—originating from a number belonging to a foreign numbering plan— is altered and displayed to the recipient as a call originating from a number in Moldova's national numbering plan—often from a government agency, bank, etc. This technique is frequently used in social engineering scams, in which people are misled into disclosing personal and financial information or even transferring funds. To curb this type of fraud, ARCOM has established a phased implementation plan for mobile operators to introduce an inter-operator verification system applicable to all calls originating from outside Moldova that display a phone number from Moldova's national numbering plan. Currently, mobile operators are already implementing a temporary technical solution that involves redirecting calls originating from abroad to the network of the operator that, in accordance with its license, was assigned the number from which the call is being made. This measure has already proven effective, resulting in a significant increase in the number of blocked fraudulent calls and providing effective protection at the national level against attempts to spoof the caller's number using the National Numbering Plan. ARCOM noted that it highly values the operators' efforts to implement this temporary solution, which has already helped reduce the number of fraudulent calls. This mechanism will remain fully operational until the new mechanism, based on the Number Verification API, is fully implemented.
