According to the Ministry of Foreign Affairs, documents that previously required superlegalization (consular legalization) can now be used in both countries after an apostille has been affixed by the competent authority of the issuing state. In Moldova, that authority is the Ministry of Justice. This change will allow citizens to avoid additional consular legalization procedures, reduce the time required to process documents, and lower the associated costs. The Ministry of Foreign Affairs clarified that the simplified procedure for recognizing official documents under the Hague Convention of October 5, 1961, abolishing the requirement for consular legalization of foreign official documents (the Apostille Convention), took effect between Moldova and Germany on July 17, 2026. This became possible after Germany withdrew the reservation it had made in 2007 when Moldova acceded to the convention. The decision was made following an appeal by Foreign Minister Mihai Popșoi to his German counterpart, Johann David Wadephul, during a meeting on May 18–19, 2026.
