At its meeting on July 29, the government approved adjustments to the fees for a number of services provided by the Moldovan Public Services Agency (ASP) to citizens and businesses. Specifically, the fee for issuing a Moldovan passport, including for children, will increase by an average of 21.5%. The standard fee for the 20-business-day service will rise from 650 to 790 lei. Fees for the issuance, replacement, and renewal of driver’s licenses will also increase by 4.8%. For example, the cost of issuing a document within 20 business days may rise from 420 to 440 lei. Expedited processing of passports and driver’s licenses will also become more expensive. As clarified by the ASP, the new fees for issuing driver’s licenses will take effect immediately upon publication of the decree in Monitorul Oficial (the Official Journal of Moldova), while the fees for issuing passports will apply after the official introduction of the new-generation documents. Documents already issued will remain valid until their expiration dates, and the changes apply only to new-style documents issued after the new rules take effect. According to the government decree, a new digital service is being introduced for businesses to obtain extracts from the State Register of Legal Entities. Holders of an electronic signature will be able to order the document online through their personal account on evo.gov.md and receive it in real time for 220 lei (fixed fee). Currently, such an extract is issued within 3 business days upon payment of a fee of 110 lei, and for urgent delivery (24 hours, 4 hours, or 1 hour), the fee increases by a factor of 2, 3, or 4, respectively. In addition, the resolution introduces fees for a number of specialized services that were previously provided by the agency free of charge. For example, a fee of 1,030 lei will be charged for ASP specialists to travel to conduct inspections during authorization or certification, while agricultural resorts will receive a 50% discount. A fee is being introduced for the issuance of supporting documents for trade in strategic goods: 1,990 lei for issuance, 1,580 lei for renewal, and 1,810 lei for extending the certificate’s validity period; in the field of gambling regulation, a fee of 6,000 lei is being introduced for the approval and registration of gambling rules. In addition, a fee of 22,130 lei is established for reviewing applications for preliminary approval of investments relevant to national security, if their value exceeds 1.7 million lei. Such services, requested at the initiative of the state, will remain free of charge.
