The National Energy Regulatory Agency (ANRE) reported this, announcing the start of work on two draft resolutions to amend the Methodology for Regulating the Natural Gas Sector in order to implement the amendments to the Natural Gas Law adopted by Parliament on July 30. As noted by the energy regulator, the first draft resolution aims to amend the Methodology for calculating, approving, and applying regulated prices for the supply of natural gas to certain categories of consumers and regulated prices for emergency supply in the context of public service obligations. The proposed amendments are intended to adjust the methodology in accordance with new legal provisions, which stipulate that regulated prices for the supply of natural gas to certain categories of end consumers in the context of fulfilling public service obligations will be adjusted on an emergency basis in the second, III, and IV quarters of each year by the 25th day of the month preceding the relevant quarter. The second draft resolution concerns amendments to the Methodology for Calculating, Approving, and Applying Regulated Prices for Natural Gas Distribution Services. These amendments are aimed at developing a mechanism to optimize and account for, in tariff calculations, administrative expenses and labor costs for administrative staff associated with distribution system operators that are affiliated companies as a result of belonging to the same founder or founders, in order to avoid cumulative reimbursement of these expenses. In accordance with the provisions of the legislation on transparency in the decision-making process, ANRE invites all interested parties to submit proposals and recommendations regarding the development of the two draft amendments to the methodologies. Proposals may be submitted through August 14 via email to anre@anre.md. Previously, the Ministry of Energy proposed amending the legislation to include a mechanism for accelerated quarterly adjustments to regulated natural gas prices, effective January 1, 2027. This mechanism will allow prices to reflect market changes more quickly and prevent significant deviations in tariffs from accumulating. "These changes strengthen the security of natural gas supplies and make the regulatory framework more transparent and predictable.
