The Chisinau Mayor's Office is holding consultations on the draft municipal budget for 2024 from June 12 to 21.
The schedule of consultations, as well as the draft itself, are published on the Chisinau Mayor's Office website. In 2024, according to the draft, the municipal budget revenues may amount to 7.65 billion lei (+11% or by 752 million lei more than in 2023), while expenditures - 8.2 billion lei (+11.6% or by 850 million lei more than in 2023). About 4 billion lei (53.2%) of the municipal budget revenues are expected to come from special transfers from the state budget, while the municipality's own expenses will amount to about 0.9 billion lei (11.7%). Contributions from state taxes and fees will amount to almost 25 million lei (33%), public property fees will amount to 19.7 million lei (0.3%), etc. About 53.8 million lei will come to the budget in the form of grants within the framework of various projects. For instance, the municipal budget will get 219.1 million lei from the tax levied on commercial units, 205.7 million lei from the real estate tax paid by citizens, 138 million lei from the real estate tax paid by legal entities and individuals-entrepreneurs, 41 million lei from the fee for the improvement of territories, 28 million lei from the fee for sanitary cleaning, etc. According to the draft, the real estate tax rates will not change this year. The expenditure part of the budget is expected to be the biggest in the last 5 years. Almost 60% of the Chisinau municipal budget expenditures will be socially oriented (4.9 billion lei). The reserve fund will amount to 10 million lei. The budget deficit is planned at the level of 0.64 billion lei (+97 million lei). It will be covered by the sale of housing to the population (1 million lei), external loans for the implementation of projects (109.4 million lei), internal loans and the issue of municipal securities (750 million lei), as well as the cash balance from the previous year (175.2 million lei). In 2024, Chisinau plans to pay from the budget 357.8 million lei in loan obligations, including 156.3 million lei for external loans and 146.8 million lei for loans received domestically. It is worth mentioning that the faction of the Action and Solidarity party (PAS) in the Chisinau Municipal Council proposed an alternative budget for 2024 - with revenues of 8.07 billion lei, expenditures of 8.19 billion lei and a deficit of 115 million lei.
