
In kindergartens in Moldova, they plan to introduce a new funding model - based on standard costs per student.
The Ministry of Education and Research is holding public consultations on a project to implement a pilot funding plan in 2025 based on standard costs per student in pre-school institutions. To do this, it is proposed to use a special methodology that will take into account the costs of a preschool institution for personnel, children’s nutrition and educational materials, and capital expenses (except for investments). The draft proposes funding formulas based on the calculation of standard costs for three separate components - personnel costs, services and procurement, as well as specific coefficients and balancing allocations. A similar funding model is used in other education cycles in Moldova. In 2025, the new financing model is planned to be tested at 164 preschool institutions in four regions of the country (Anenii Noi, Cahul, Floresti, Nisporeni). The use of new formulas for financing kindergartens is expected to cover the real needs of educational institutions, ensure transparency of expenses, and solve some problems in the preschool education system. The costs of the project have not yet been determined; they will have to be calculated by the Ministry of Finance. The project is accompanied by an analysis of the situation in the country's kindergartens, prepared by surveying the administrations of 1.4 thousand preschool educational institutions.
