
The Ministry of Economic Development and Digitalization presented the White Paper on data management and artificial intelligence.
This document plans to consolidate the ministry's vision of creating an ecosystem of data management and the introduction of artificial intelligence (AI) for the development of Moldova, namely the use of AI for long-term and sustainable growth focused on human needs. The project presents current priorities, policies and regulations, priorities in the field of data management, AI, etc., as well as recommendations in this area. The document recommends proactive management of the impact of AI on the economy, society and technology, and recommends adapting EU regulations to keep up with the pace of data management and AI. It is noted that the government must take a central role in facilitating the development and implementation of AI technologies in society. Regulations will have to be developed that will ensure the protection of personal data, prevent abuse and guarantee transparency in decisions related to AI. The government should also be responsible for promoting AI research, promoting ethics in AI, developing training programs on the use of AI, and developing infrastructure for the use of AI. Policies will have to be developed that will facilitate the launch of startups and companies developing AI technologies, providing them with financial assistance. There is also a need to launch campaigns to educate the general public regarding the benefits and risks associated with AI. The document notes the advantages of AI technologies: for citizens - improved medical care, reliable and environmentally friendly transport, improved quality of services and working conditions; for the public sector - improving services, introducing solutions for developing digital skills of civil servants, introducing smart systems for collecting taxes, identifying tax violations, optimizing and planning finances, etc.; for science and the private sector - investment opportunities and startups, etc. It is worth noting that in the 2022 Government Artificial Intelligence Readiness Index, Moldova ranked 83rd out of 181.
