
In Moldova, starting from 2024, they plan to limit the frequency of non-taxable deliveries of goods through international mail - once every 30 days.
At the same time, the tax-free limit on goods imported through international mail will remain at the level established in 2024 – 150 euros. This includes draft amendments to the Customs Code, submitted for public consultation. The draft proposes to clarify the concept of “episodic nature” of supplies - the import of goods intended for the same recipient for personal use or his/her family, for at least 30 days from the date of the last import. It is worth noting that according to the new Customs Code, from 2024, consignments of goods sent from abroad to a recipient in Moldova and containing items whose internal value does not exceed 150 euros per consignment will be exempt from customs duties. However, exemption will not be provided for alcoholic beverages, tobacco and tobacco products, perfumes and eau de toilette, as well as supplies that are not incidental in nature. Thus, if the proposal of the Ministry of Finance is accepted, then through international mail without customs clearance it will be possible to receive parcels worth up to 150 euros, provided that 30 days have passed since the previous parcel. Herewith, it is proposed to reduce from 150 to 45 euros the cost of goods exempt from import duties, which are sent by an individual from abroad to another individual located in the customs territory, provided that their import is not commercial. These are goods that are intended exclusively for the personal use of the recipient or his/her family; contain goods that, by their nature or quantity, are not intended for sale; sent by the sender to the recipient without any obligation to pay; Imports are sporadic.
