
EY conference "Transfer Pricing - a new stage of taxation in the Republic of Moldova" will take place on November 29 in Chisinau.
The event will be organized by EY Moldova and EY România, whose experts will share their knowledge and opinions on the tax changes related to the introduction of transfer pricing, talk about the practical aspects of its application and how companies can prepare for this innovation. The conference will also be attended by Minister of Finance Petru Rotaru and Deputy Head of the Main Department of Legal Expertise of the State Tax Service Pavel Dima. According to Mr. Alexandru Sipitca, Senior Manager of the Tax Department of EY Moldova, a detailed list of topics and aspects related to transfer pricing will be proposed for discussion, and the participants will be able to ask questions. In particular, they will discuss the main principles and concepts of transfer pricing; transfer pricing rules in Moldova; legal requirements and management of transfer pricing risks; convergence with international rules; transfer pricing documentation: preparation requirements, practical experience; partner transactions and examples of analysis; prospects of transfer pricing tax audits. EY notes that the implementation of transfer pricing rules from January 1, 2024 is one of the most important stages in the development of the Moldovan tax system. They will be based on the methods and principles established by the OECD Transfer Pricing Guidelines and will be mandatory for economic agents conducting transactions with affiliated entities, both residents and non-residents. The new rules will allow the Moldovan tax authorities to adjust for tax purposes the income or expenses of companies arising from transactions with affiliates to reflect the market value of these transactions. At the same time, no adjustments will be made as long as these transactions with affiliates are carried out on market terms, as if they were carried out between independent parties. "Transfer pricing is a key aspect of taxation for multinational companies. In the face of a global economy facing many challenges and significant budget deficits, governments are increasingly interested in raising revenue through taxation. Thus, more and more jurisdictions are introducing new rules and intensifying their tax control efforts. The introduction of transfer pricing rules puts Moldova in line with countries that already apply these rules.
