
Moldova's domestic public debt increased by 871.28 million lei (+2.2%) in September 2023 and reached a new record high of 39 billion 823.97 million lei.
Overall, it has increased by 5 billion 331.6 million lei (+15.5%) since the beginning of this year. The previous record high of Moldova's domestic public debt was registered at the end of August, when it amounted to 38 billion 952.69 million lei. According to the Finance Ministry, the growth of the domestic public debt in January-September 2023 was mainly due to an increase in the issuance of government securities on the primary market by about 5 billion 439.2 million lei. In particular, as of end-September 2023, the debt on government securities issued on the primary market amounted to about 25 billion 628.96 million lei, up by 5 billion 439.16 million lei (26.9%) compared to end-2022 (20 billion 189.8 million lei), and accounted for 64.4% of the total domestic public debt. At the same time, the debt on bonds issued to fulfill the Ministry of Finance's payment obligations arising from the state guarantees of November 17, 2014 and April 1, 2015, as of end-September 2023 amounted to 12 billion 061.2 million lei, remaining unchanged compared to the situation as of end-2022. It accounted for 30.3% of the total amount of Moldova's domestic public debt as of end-September 2023. At the same time, the debt on converted government securities as of end-September 2023 amounted to 2 billion 133.43 million lei. According to the Ministry of Finance, in January-September 2023, the weighted average interest rate on government sold at auctions amounted to 9.41%, down by 7.05 p.p., compared to the situation at the end of 2022 (2 billion 241.37 million), relative to the same period of 2022. By types of government securities (GS) the yield for 9 months amounted to: GS-91 days - 10.45%, GS-82 days - 9.7%, GS-364 days - 8.83%, GO-2 years - 9.82%, GB-3 years - 9.22%, GB-5 years - 7.87%, GB-7 years - 8.62%, GB-10 years - 8.25% (GS - government securities, GB - government bonds).
