This is provided for by amendments to the Law on Regional Development, which the parliament adopted in the second reading. The bill proposes, in particular, to reformulate the overall goal of regional development, which will be defined as "increasing the competitiveness and sustainable development of each region, eliminating imbalances and improving the quality of life of its citizens." The specific goals of regional development will be: increasing competitiveness and employment in the regions; strengthening territorial cohesion and preventing isolation; creation of institutional and legal conditions for the implementation of collective management, in which the national, regional and local administrations participate in partnership with the private and associative sectors. The draft law proposes to change some of the powers of the main participating authorities in the development, implementation and evaluation of the National Regional Development Strategy. The bill provides for the transfer of a number of functions to regional development agencies, for example, to develop strategies and programs for regional development. Changes are proposed regarding the approval of the structure and composition, as well as the powers of the National Council for the Coordination of Regional Development, as well as the Regional Development Council. The provision on the allocation of funds from the National Fund for Regional Development in priority order to disadvantaged regions was also excluded, based on the competitiveness of all regions and their economic development. From a technical point of view, the project provides for a change in the content of some basic concepts characteristic of the field of regional development: "Regional development policy", "Single program document", "Regional development council".
