
Moldova’s state budget deficit for 2021 is planned to be reduced by 300 million lei (-2.5%) - to 11 billion 838 million lei and will amount to 5.1% of GDP.
This is provided for by amendments to the Law on the State Budget for 2021, which were prepared by the Ministry of Finance and will soon be considered by the government. The bill stipulates an increase in the budget revenues for this year by 700 million lei (+ 1.6%) - from 45 billion 094.6 million to 45 billion 794.6 million lei, an increase in expenditures by 400 million lei (+ 0.7%) - from 57 billion 232.6 million to 57 billion 632.6 million lei, as well as reducing the state budget deficit by 300 million lei (-2.5%) - from 12 billion 138 million to 11 billion 838 million lei. As noted by the Ministry of Finance, the amendments to the state budget for 2021 were prepared in the context of the recent declaration of the state of emergency in Moldova and the need to fulfill the paragraph from the Emergency Situations Commission’s decision regarding the increase in the authorized capital of Energocom by 1.7 billion lei as part of measures to ensure the purchase of natural gas. The ministry clarified that it is planned to increase the revenue side of the budget by 700 million lei by increasing revenues from taxes and duties by the indicated amount - 700 million lei (+ 1.7%) - from 41 billion 378.2 million to 42 billion 078.2 million lei. At the same time, this growth will be due to: an increase in revenues from VAT on goods and services provided on the territory of Moldova - by 125 million lei, an increase in VAT on imported goods - by 475 million lei and a reduction in VAT refunds by 100 million lei. At the same time, the expenditure side of the budget will increase by 400 million lei due to an increase in allocations to the Government's Intervention Fund in order to provide financial support to consumers in connection with a possible increase in energy tariffs. It was agreed that 1.7 billion lei will be allocated to increase the authorized capital of Energocom. The Ministry of Finance emphasizes that an increase in the revenue and expenditure side of the budget will lead to a decrease in the state budget deficit by 300 million lei - to 11 billion 838 million lei, which will be about 5.1% of the GDP forecast for this year. A change in the sources of financing the state budget deficit was also agreed, which provides for the use of funds amounting to 1.4 billion lei from the bank accounts of the state budget. // 28.10.2021 – InfoMarket
