Prime Minister made this statement at a press conference while presenting a report on the first 100 days of his Cabinet's work. He noted that the government works 365 days a year on initiatives, projects, and decisions aimed at achieving the three main goals of the administration: economic growth, acceleration of the process of accession to the European Union, and peace and security in the country. Alexandru Munteanu presented the main actions in key areas. Prime Minister emphasized that, in addition to foreign visits to such important capitals as Bucharest, Brussels, and Kyiv, where they promote the image of our country and Moldova's investment opportunities, the head of government and members of the Cabinet communicate with citizens during trips to populated areas, learn about their needs, and propose measures to solve people's current problems. “Citizens want their lives to improve today, not in a few years or decades, and all our efforts are aimed at getting as close as possible to these expectations. What we do is not always visible or has an immediate effect, but I want to assure you that all the time and energy of this cabinet is focused on making things better—perhaps not overnight, but gradually and with patience, we will succeed,” Prime Minister emphasized. The head of the Cabinet spoke about measures in the economic sphere, noting the approval of the Responsible Investment Budget, which will increase capital investments by 55% to 3 billion lei—the highest figure in recent years—and increase investments in programs that support the business environment. Opportunities for the implementation of large-scale local development projects that will create new jobs in rural areas will also be strengthened. A package of measures to reduce bureaucracy is being implemented, providing for the simplification of permits (about 100 types of documents will be simplified or eliminated). At the same time, the so-called Freelancer Law has been developed, and from January 1, 2026, individuals engaged in economic activities will be able to officially and easily register without registering a company, paying a single tax of 15%. In 2025, companies-residents of the Moldova Innovation Technology Park (MITP) exceeded $1 billion in turnover for the first time, which is 24.3% more than in 2024 and almost 10 times more than in 2018, when the park was created. According to Prime Minister, although growth of 2.2% had previously been forecast, economic growth amounted to 2.7% at the end of 11 months. Inflation is falling, and the National Bank of Moldova has repeatedly cut refinancing rates. Our country is also moving forward on the European path – on December 15, Moldova opened technical negotiations on 3 of the 6 chapters (1, 2, and 6). In December 2025 alone, more than 70 legislative acts were adopted. In the energy sector, thanks to interconnection with the European market and Romania, as well as the commissioning and testing this summer of four 110 kV power lines – Stanca–Costesti, Tutora–Ungheni, Husi–Cioara, and Falciu–Cantemir—the country's massive power outage was resolved within a few hours. In addition, work continues on the completion of three important lines that will provide us with complete energy independence. In December, the first transactions were carried out on the day-ahead and intraday markets – a historic moment that marked Moldova's entry into a completely new stage of energy market functioning. From April 1, 2026, 180 large consumers will switch to the free market and will purchase gas only under bilateral contracts or on the exchange. Prime Minister noted that it was possible to avoid a crisis in aviation fuel after sanctions were imposed on Lukoil. The oil terminal at the airport was returned to state ownership. Alexandru Munteanu also announced the launch of a second tender for the construction of wind farms with a dedicated capacity of 170 MW and an energy storage obligation. The share of renewable energy will increase by 5.8%, and together with the first tender for 165 MW, wind energy will contribute about 11.4% to achieving the national goal of 30% renewable energy by 2030. According to him, in terms of infrastructure modernization across the country, 226 local development projects were completed by the end of 2025, including water supply and sanitation, kindergartens, medical centers, schools, street lighting, and renovated sports and playgrounds. Another 662 projects are planned for 2026. Roads are being repaired at both the national and local levels, and resources are being sought to repair as many kilometers of roads as possible in 2026. Additional financial resources have been allocated to create new nursery groups. While 241 new places were created in 2025, another 5,000 new places will be created in 2026/2027. The budget has grown from 18 million lei in 2025 to 385 million lei for the next two years – a 20-fold increase. Funding for free meals has been increased by 238 million lei, and funding for kindergarten repairs by 41 million lei. The government continues to implement social measures and care for its people. This heating season, 53% – more than half of eligible households – will receive the maximum compensation of 800 lei for firewood or 1,000 lei for heat, natural gas, or electricity. In addition, preparations for local public administration reform have begun through broad public consultations. “This is a serious and complex reform, the goal of which is to create strong municipalities, improve the quality of services, and develop settlements, regardless of whether they are located in the center, north, or south of the country,” said the head of the Cabinet. According to him, in this context, the government encourages voluntary association—more than 400 settlements have already expressed their intention to begin this process. In the field of education, distribution allowances have been extended to young professionals who choose to pursue a career in vocational education, as well as to those who go to research institutes or become university lecturers. Pupils who transfer to better schools will receive financial assistance of 1,000 lei per month for two years, free school transportation, and relocation allowances for teachers who decide to transfer to another school. In addition, an expansion of the program of benefits for high-level athletes and young people aged 13 to 23 has been approved. Sport has been actively supported in Moldova in recent years, and the authorities intend to continue to pay increased attention to it. In the field of culture, additional funds have been allocated so that more young professionals can receive one-time allowances of 90,000 or 120,000 lei when they find employment.
