According to the Cabinet, the program provides for a reduction in the response time to 112 calls from 32 to 15 minutes and an increase in the number of patrol teams, especially in rural areas. Another goal is the regional reorganization of the police to reduce administrative costs and increase the presence of patrol teams in populated areas. Law enforcement agencies will also be equipped with modern equipment and trained to respond quickly and professionally, including in crisis situations. "Every citizen should feel protected, regardless of where they live. Police activities will be brought closer to the population, and investments in digitalization and operational compatibility will improve coordination between authorities," said Interior Minister Daniella Misail-Nichitin. The document pays particular attention to human rights, the protection of vulnerable groups, and the fight against violence. Women, children, the elderly, and people with disabilities will receive special protection and support measures. A new feature of the program is the inclusion of current issues such as security in the digital environment, protection of critical infrastructure, and combating hate speech on the Internet. This is the fifth program approved by the government to implement the Strategy for the Development of Internal Affairs Bodies for 2022-2030. It is planned that in order to achieve the goals set out in the National Program for Public Order and Safety for 2026-2030, expenditures of approximately 1 billion 163 million 906.2 thousand lei will be required, which will be allocated in stages throughout the implementation period. The program will be financed from the state budget through annual allocations provided for in the medium-term budgetary framework, and the budgets of participating state agencies totaling 782 million 735 thousand lei, as well as from external sources, including technical and financial assistance provided by international development partners and within the framework of bilateral and multilateral cooperation projects, as well as European Union cooperation instruments, for a total of 108 million 450 thousand lei. The program's uncovered costs, amounting to 272 million 721.2 thousand lei, will be determined within the framework of external assistance partnerships established by the General Inspectorate of Police and the General Inspectorate of Carabinieri, and will also be covered by other sources of external funding that the Ministry of Internal Affairs will be able to use during the program's implementation period. // 26.11.2025 – InfoMarket.
