The government has approved a new package of measures aimed at eliminating barriers to business development: businesses will save 85 million lei per year

The bill provides for amendments to 14 laws. Thus, it is proposed to cancel the current ban on registering a new business if an individual previously had an inactive, insolvent or debt-ridden business. This provision limits entrepreneurial freedom and hinders economic initiative. Moreover, a new business will be able to generate income to cover previous debts. Companies will be able to pay dividends at any time, and not only on a quarterly or semi-annual schedule. The obligation to publish notices of changes of address, name or the beginning of the liquidation procedure in the Official Monitor will also be canceled. Catering establishments will be able to operate in individual residential buildings if their activities do not disturb neighbors. Also, in this area, special requirements for personnel training will be canceled, since this is difficult to implement in the modern labor market. Moreover, some of these requirements are unnecessary, while others duplicate existing legal provisions that already ensure hygiene and safety. The hotel sector is faced with double notifications to the City Hall and the National Public Health Agency. Thanks to the electronic data transmission mechanism, this process will be simplified. Economic agents will be allowed to place advertisements on the façade of premises owned or used for commercial purposes, without having to obtain the consent of all the owners in the building. The requirement for passenger carriers to use GPS systems connected to a centralized information system will be postponed until 1 June 2026. Paper accompanying documents will not be required for the transport of animals, since this data is available in the e-ANSA system. The list of economic activities for which an employment contract/agreement for the provision of services with a veterinarian is not required will be expanded. For construction projects in the livestock sector, the requirement to obtain prior approval from National Food Safety Agency will be lifted; the veterinary certificate for meat and other products of animal origin intended for domestic trade is cancelled - a quality certificate issued by the manufacturer will be sufficient for this; and the validity period of the sanitary and veterinary permit for vehicles will increase from 1 year to 3 years. Another change concerns the reduction of the minimum wage limits for the employment of foreign workers to 50% of the average salary in the economy. The Ministry of Economic Development and Digitalization notes that over the past three years, six packages of measures to reduce bureaucracy have been approved.
