
In Moldova, agricultural subsidies will be regulated by a new law
This is provided for in the draft Law on Financing, Management, and Monitoring in the Field of Agricultural Policy, which was passed by parliament in its second reading. The legislative initiative, developed by the Ministry of Agriculture and Food Industry, aims to increase the competitiveness of the agricultural sector and improve farmers' access to new technologies, markets, and sustainable farming methods. The document also partially transposes two European Union regulations. This is necessary to ensure a coherent system for managing agricultural financing and interventions, as well as consistency with the objectives of the European Union's agricultural policy. The legislative initiative regulates the provision of financial assistance from the National Fund for Agriculture and Rural Development, establishing objective and non-discriminatory criteria for access to funds. It has been agreed that the money will be provided for the development of rural infrastructure, the promotion of innovation in agriculture, the modernization of farms, etc. The document clearly sets out the procedure for submitting and reviewing applications for financial assistance. A period of no more than 90 days, but not less than 30 days, will be set for this purpose, and in order to receive direct and annual payments, beneficiaries will have to comply with standards in the field of environmental protection, public health, and animal welfare. Another provision of the legislative initiative concerns the implementation of the Strategic Agricultural Policy Program. It will be approved by the government for a period of five years and will define intervention strategies, indicators, conditions, and financial resources. This year, the National Fund for Agriculture and Rural Development amounted to 1.7 billion lei, and during amendments to the state budget, it was increased by 200 million lei. //29.05.2025 — InfoMarket
