
Government approved the National Program for Moldova's accession to the European Union for 2025-2029, with a total cost exceeding 65 billion 869.85 million lei
According to the Cabinet, this is the main document for guiding, planning, and monitoring the implementation of commitments formed and adopted during the negotiations on Moldova's accession to the EU. This document will also serve as a tool for internal monitoring and reporting on regulatory and implementation actions, and the English version of the document will be used by the European Commission to monitor Moldova's progress in aligning its legal and institutional framework with European standards and in fulfilling Moldova's commitments under the Moldova-EU Association Agreement and other bilateral agreements with the EU. By implementing this National Program, our country will prepare for integration into the EU through a complex process of harmonizing national legislation and institutions with European standards. “Our country's strategic goal is to become a member of the EU and build our lives according to the European model here, at home, in Moldova,” said Prime Minister Dorin Recean. The program includes sections devoted to the 33 chapters on accession, covering all key areas, from fundamental rights and the economy to environmental protection and digitalization. The 33 chapters on accession correspond to the six clusters described in the methodological framework for negotiations established by the European Commission: Cluster 1. Fundamental values; Cluster 2. Internal market; Cluster 3. Competitiveness and inclusive growth; Cluster 4. Green agenda and sustainable connectivity; Cluster 5. Natural resources, agriculture, and cohesion; Cluster 6. External relations. Each section of the National Program for Moldova's accession to the European Union includes: an introductory part; an overview of the situation (legislative and administrative framework); plans for the future (legislative plans and plans for the implementation of European legislation and the strengthening of administrative capacity); financial aspects (cost estimates); annexes (Annex A – Regulatory Action Plan and Annex B – Action Plan for the Implementation of EU Legislation and Strengthening Administrative Capacity). According to the government, the implementation of the document will contribute to improving the quality of life of citizens through more efficient public services, functional justice, quality education and healthcare, modern infrastructure, and a cleaner environment. At the same time, the business environment will benefit from greater access to the European market, and better cooperation between state authorities will be ensured for the effective implementation of reforms. The State Chancellery, through the Bureau for European Integration, will coordinate the implementation of the National Program for Moldova's accession to the European Union. The results will be reflected in a consolidated annual report submitted to the government and parliament by February 25 of the year following the reporting year. The National Accession Program will be updated annually, starting in October, by incorporating the recommendations and benchmarks set out in the European Commission's annual progress report, as well as other commitments made during the negotiations on Moldova's accession to the European Union. The total cost of the National Accession Program for 2025-2029 is estimated at approximately 65 billion 869.85 million lei, including approximately 6 billion 282.84 million lei in expenditures planned in the medium-term expenditure estimates, 15 billion 410.5 million lei covered by external assistance, and approximately 52 billion 500.342 million lei in uncovered expenditures. The government notes that in the context of updating the National Accession Program, state bodies, together with the Ministry of Finance, will review, prioritize, and determine the financial resources necessary for the implementation of the program, as well as other commitments made during the negotiations. The implementation of the Economic Growth Plan for Moldova, worth €1.8 billion, supported by the Reform and Growth Facility for 2025-2027, will have a significant impact on the implementation of the main reforms of the National Accession Program. The Growth Plan is the largest EU financial support package since Moldova's independence and will stimulate the country's economy, bringing it closer to EU accession by accelerating key reforms and providing significant financial assistance that will unlock new growth drivers.
