
The Moldovan Parliament has adopted in the first reading a law aimed at supporting the digital economy and electronic services
In particular, one of the provisions of the approved bill is the introduction into the legislation of a mechanism for attracting digital nomads. These are qualified specialists who work remotely in companies abroad or manage businesses using digital technologies. According to the calculations of the authors, each digital nomad will annually bring about 186 thousand lei to the state budget of Moldova through the taxes and fees they pay. In addition, this mechanism will attract specialists from various fields to our country and create preconditions for the migration of businesses from other jurisdictions to Moldova. At the same time, the mechanism for granting the right to temporary stay in Moldova for labor purposes to foreigners working in the field of information technology will be updated. Another proposal of the authors of the bill is that economic agents using POS terminals will be able to issue cash to bank card holders. This will happen upon request and within the limits of availability, but not more than 1000 lei per transaction. Thus, the authorities want to increase the level of digital integration and trust in modern payment instruments. The document also contains a number of benefits for the business environment. For example, the procedure for registering legal entities and individual entrepreneurs in state information registers, including in electronic form, will be improved. Barriers to the use of virtual cash registers will be eliminated and the obligation to print a receipt on a physical medium if it is issued electronically will be eliminated. The bill was developed by the Ministry of Economic Development and Digitalization with the support of the Economic Council under the Prime Minister of Moldova, the Association of ICT Companies and GIZ Moldova.
