Reforms and investments under the EU-funded Growth Plan for Moldova will lead to GDP growth of at least 5% per year - Dorin Recean

This opinion was expressed by the Prime Minister when commenting on the Reform Program approved by the government, which forms the basis of Moldova's Development Plan for 2025-2027 and will provide access to a €1.9 billion financial package from the European Union. The head of the Cabinet noted that the money allocated by the European Union will be invested in the modernization of institutions, infrastructure development, and support for strategic sectors. In particular, Moldova will receive €400 million in non-repayable grants and €1.5 billion in a 40-year loan with a 10-year grace period and a low interest rate of 0.1% to just over 3%. The Prime Minister noted that Moldova has extremely favorable conditions for financing its economic development plan. “Because citizens do not want to wait another 50 years, they want to live like in Europe today, so we need to mobilize financial resources to invest them wisely,” he explained. According to the head of government, these significant and unprecedented financial resources are being provided to Moldova in connection with the progress and advancement of the EU accession negotiation process. Dorin Recean explained that the Growth Plan includes two components: a reform program and investments. The reform program focuses on seven areas: business development, stimulation of strategic sectors, including agriculture, modernization of transport and digital infrastructure, modernization of tax administration and increasing transparency in the use of public funds, improving education, health care, and social services, transitioning to renewable energy sources and environmental protection, strengthening energy security, improving energy efficiency, and transitioning to a green economy. While speaking about investments in the development of the national economy, Dorin Recean cited as specific examples the repair of at least 30 km of the M5 highway, the construction of a regional hospital in Bălți, a national program to reforest 175 thousand hectares, and support for farmers through the modernization of centralized irrigation systems on the Prut and Dniester rivers. According to the Prime Minister, it is extremely important to use these funds correctly and transparently so that citizens know exactly where and how the money is being invested. “The European Union has given us this generous support, and from now on it is our duty to work together in a disciplined manner to achieve our national goal: a better life in our homeland, Moldova,” the head of government said. // 07.05.2025 – InfoMarket.
