
Parliament has passed in the second reading amendments to the Law on State Budget for 2025, increasing the state budget deficit by 4.01 billion lei (+28.9%) - up to 17 billion 906.35 million lei (5.1% of GDP)
In particular, the revenue part of the state budget in 2025 was increased by 3 billion 730.9 million lei (+5.2%) - up to 75 billion 284.8 million lei, while the expenditure part - by 7 billion 743.2 million lei (+9.1%) - up to 93 billion 191.1 million lei. As a result, the state budget deficit in 2025 is expected to amount to 17 billion 906.3 million lei instead of the previously planned 13 billion 894 million lei, i.e. it will increase by 4 billion 012.3 million lei (+28.9%) and will amount to 5.1% of the GDP. According to Government, the changes introduced in the state budget for 2025 were conditioned by the receipt of financial resources from the EU in order to support the population and businesses affected by the increase in energy tariffs, as well as by the EU financial assistance package to support Moldova's Economic Growth Plan (advance and first tranche), which is aimed at speeding up economic reforms, expanding the access to the EU single market and increasing the financial assistance through a special mechanism of reforms and growth. As a result, additional financial resources for investments, energy sustainability and economic growth were envisaged in the state budget for 2025. The amendments to the state budget for 2025 envisage the inclusion of about 8 billion lei from the European Union. These funds will directly serve the interests of the population and will be used to reduce energy costs, develop infrastructure and support economic agents. In particular, 3.66 billion lei is earmarked for improving energy sustainability. These funds will be used to compensate households and economic agents, while local authorities will receive resources to minimize the consequences of the increase in electricity tariffs. Energy efficiency projects will also be implemented. In particular, the Energy Vulnerability Reduction Fund was replenished with 2.11 billion lei to provide monetary compensation for heating provided during the cold season and compensation for electricity in the bill for all households. As a result, all household consumers will receive compensation on their electricity bill for the first 110 kWh. 290 million lei is planned to compensate the electricity expenses of economic entities and agricultural producers, while 193 million lei from the National Fund for Regional and Local Development is earmarked for energy efficiency projects. At the same time, 3.8 billion lei is earmarked for the activities of the Economic Reform Program within the Moldovan Economic Growth Plan. Thus, the Road Fund will receive an additional 1 billion lei to repair about 200 km of regional and district roads. Another 1 billion lei is allocated to the National Fund for Regional and Local Development, of which 600 million lei is earmarked for the repair of local roads in about 100 settlements. At the same time, about 200 million lei will be allocated to the National Fund for Agricultural and Rural Development; to support small and medium-sized enterprises; to repair and equip food units in schools. 300 million lei will be allocated to ensure the provisions of the normative-legal framework on salaries in the budgetary sector. The National Environmental Fund will also receive an additional 100 million lei. It is also planned to allocate 60 million lei to support young specialists. Thus, the employees of strategic sectors will receive a salary supplement of 3,000 lei in their first year of work. These are young people employed in the automotive, electronics, textile, pharmaceutical/chemical, and food and construction materials sectors. Another 85 million lei was allocated for the works on the construction of the Cahul-Giurgiulesti railway line and the repair of the railway line from Prut-2 station (Cantemir) to the railway bridge over the Prut River. Similarly, 17.1 million lei was earmarked for the completion of the project “Drinking water supply complex for villages from the Hincesti district”. It was also proposed to allocate 200 million lei to reconstruct and equip the food units in educational institutions.
