Parliament will consider legislative measures to integrate Moldova into the European digital space

This was reported by the press service of the supreme legislative body, noting that, in particular, members of the commission on national security, defense and public order approved the report on the draft amendments to the Law on Electronic Identification and Trust Services. The document was developed by the Ministry of Economic Development and Digitalization jointly with the Information and Security Service. The legislative initiative transposes the provisions of the EU Regulation, which speaks of the division of responsibilities between the supervisory authority and the subject of conformity assessment. In the explanatory note to the bill, the authors note that a clear and transparent legal framework will contribute to both increasing the security of information systems and preventing fraud. It is worth noting that trust services are essential for the security and validity of electronic transactions in the digital economy and society. These include electronic signatures, electronic seals, time stamps, website authentication certificates, etc. Thus, in order to attract qualified trust service providers at the European level, the authors propose to simplify the procedure for their authorization. Herewith, in order to ensure the security of information systems and prevent fraud, the bill sets clear criteria for ensuring security and introduces identity verification mechanisms. Other proposed changes are mainly aimed at introducing new concepts - an electronic identification system and a registration service provider. The legislation will establish certain levels of trust in electronic identification tools. Meanwhile, on the recommendation of EU experts, it is also proposed to change the powers of the Information and Security Service, which will supervise only the area of trust services. In this case, control will be carried out by entities specializing in compliance assessment. In addition, trust service providers will be required to conduct a compliance audit at least once every 2 years. The legislative amendments will enter into force 6 months after publication in the Monitorul Oficial, with the exception of some articles.
