The government has approved the 7th package of laws aimed at simplifying the activities of the business environment

The bill aimed at facilitating business activities, developed by the Ministry of Economic Development and Digitalization, contains amendments to 17 regulations. They are designed to simplify the work of entrepreneurs and eliminate unnecessary costs caused by outdated and complex rules. The draft provides for an extension of the validity of sanitary certificates from 1 to 3 years, regardless of whether the products come from the country or from imports. The need for state registration of food additives, enzymes and flavors will also be eliminated. It is proposed to eliminate restrictions on the types of wholesale facilities - this activity will be possible in premises with an area of up to 400 square meters, which will reduce the costs of traders for rent and maintenance and support the growth and development of small businesses. Another change that will facilitate the activities of economic agents concerns the abolition of permits for posters less than 3 square meters in area and the extension of these permits for large posters. An obligation to indicate the country of origin for bulk food products will also be introduced - this measure is expected to encourage citizens to buy products made in Moldova and support local producers. The project envisages the introduction of uniform licensing conditions for pharmaceutical activities in rural areas for state-subsidized and non-subsidized economic entities. In this way, the state will encourage the opening of more pharmacies in rural areas, providing residents with easier access to medicines and medical services. For foreigners entitled to work without a visa, the terms of concluding employment contracts will be liberalized. The maximum expert fee for conducting a conformity assessment will be reduced from 50% to 30% of the average salary in the economy for each working day. It is planned to expand electronic document flow and the use of electronic signatures in relations between shareholders during a general meeting; they will also be able to hold meetings online, vote using electronic identity cards and sign minutes electronically. It is also planned to abolish the obligation to register data of branch managers, as this is an unjustified bureaucratic procedure. There will also be minor changes in the process of closing a business: the liquidation period, or rather, exclusion from the register of economic entities, will be reduced from 3 working days to 24 hours. The leasing agreement will be recognized as an enforcement document for all financial institutions, including commercial banks (today it is recognized only for non-bank credit organizations and leasing companies). Clearer measures will be introduced to limit payments to unauthorized gambling operators. In this way, the state will increase the protection of citizens and the business environment from financial risks. According to the Ministry's estimates, the measures proposed in the VII package will simplify the activities of economic agents and allow businesses to save over 11 million lei annually.
