
Moldova will participate in capital increase of Council of Europe Development Bank
This is provided for by the draft relevant Law on Moldova's participation in the increase of capital of the Council of Europe Development Bank, approved by the Parliament in the first reading, in accordance with the decision of the Administrative Council "On increasing the bank's capital". The said decision was adopted on 2 December 2022 in Strasbourg. In accordance with the decision of the Administrative Council of Council of Europe Development Bank, Moldova was invited to subscribe to new participation certificates for 4 million 258 thousand euros, which will allow it to maintain its current number of votes in the CEB at 0.1%. The decision sets the share of paid-in capital for this capital increase at 28.24% of the subscribed capital, thus the paid-in capital will amount to 1 million 202 thousand 459 euros. The paid-in capital must be transferred in 4 equal installments in 2025-2027. The necessary funds must be planned each year in the state budget laws. As noted by the Ministry of Finance, Moldova currently has a voting right in the CEB in the amount of 0.1%, which represents the contribution of the Republic of Moldova to the capital of the CEB in the amount of 5 million 488 thousand euros (subscribed capital), of which 610 thousand euros is paid-in capital. To date, 6 capital increases have been carried out within the CEB, and the increase approved in 2022 and proposed for participation is the 7th. Moldova participated only in the 6th capital increase since 2012, which was carried out from the bank's reserve fund. Moldova is currently invited to subscribe to new participation certificates for 4 million 258 thousand euros. The CEB decision established the share of paid-in capital for this capital increase at 28.24% of the subscribed capital, thus the paid-in capital is 1 million 202 thousand 459 euros (equivalent to 25 million lei). As noted by the Ministry of Finance, guided by the premise of supporting Ukraine, as well as countries involved in managing the refugee crisis in the context of post-war reconstruction by creating a Solidarity Fund with Ukraine, Moldova responded positively to the adoption of this resolution by the Council of Europe Development Bank. The Bank invited Moldova to complete its actions to participate in the targeted capital increase. The Council of Europe Development Bank provides loans on favorable terms to finance social impact projects in the fields of education, healthcare, social housing, environmental protection, etc. At present, the Council of Europe Development Bank has provided Moldova with loans in the amount of about 230 million euros for 8 projects (construction of social housing, a new prison, a new Balti District Hospital, modernization of the Republican Clinical Hospital, purchase of ambulances, an emergency response project for Covid-19, etc.). As noted by the Ministry of Finance, after Moldova's participation in the increase in the capital of the Council of Europe Development Bank, our country will have access to favorable financing terms, under which the bank provides long-term financing with a grace period of up to 5 years and a repayment period of up to 20 years, without fees. Moldova’s international visibility will also be enhanced by contributing to the strengthening of the country’s image and visibility at the international level, in line with its aspirations and status as a candidate country for EU membership.
