
Energy compensations will be provided to citizens in the 2024-2025 heating season in monetary form, and the total financial assistance of the state for this purpose will exceed 1.1 billion lei
In particular, this is stipulated by the relevant amendments to the Law on the Energy Vulnerability Reduction Fund, passed by the parliament in the second reading. Earlier, the energy compensation was included in the payment bills, which complicated the process of granting assistance. Therefore, the authors of the draft law proposed that low-income families receive these compensations in the form of a cash payment. The administration of the compensation system was also simplified to reduce the burden on energy suppliers, who previously managed the calculation and application of compensation. Accordingly, the Ministry of Labor and Social Protection will assume full responsibility for the establishment and calculation of compensations. The government will establish a methodology for calculating the amount of compensations for vulnerable consumers based on criteria and information from the Energy Vulnerability Information System. They will be paid through the state electronic payment service MPay by the selected payment service provider. If the recipient of energy compensation does not receive the money by June 30, the payment of compensation will stop. The draft law also contains provisions regarding the control over the correctness of measures provided from the Energy Vulnerability Reduction Fund. The Ministry of Labor and Social Protection and territorial social assistance bodies, as well as other responsible institutions will be able to conduct investigations or visits to applicants' homes to establish the accuracy of the information provided. The legislative changes will enter into force from the date of publication in Monitorul Oficial (the Official Journal of Moldova).
