The Ministry of Economic Development and Digitalization presented the White Paper on artificial intelligence and data management

As the Ministry notes, it presents the Moldovan government's view of the national ecosystem and policy framework for artificial intelligence (AI) and data management. While not a policy document per se, it serves as a statement and strategic direction for future complementary national policies. The document presents Moldova's strategic approach to utilizing AI and data management to develop the national ecosystem. It emphasizes the ethical, inclusive and sustainable development of AI in line with EU standards and international cooperation, aiming at comprehensive social benefits. Common goals are named: education and skills development, sustainable infrastructure, AI implementation, governance and regulation. These include strengthening education, research and skills development specific to AI and data management, developing sustainable infrastructure and reusable and reliable datasets within an integrated data ecosystem, supporting measures to promote AI implementation in society by building trust, and creating a robust governance structure and regulatory environment for AI and data. The White Paper proposes 9 key requirements for AI: interoperability; human activity; transparency and explainability; safety and security; adaptability; accountability; accessibility; resilience; and data privacy. Specifically, AI systems must communicate and collaborate effectively with other systems and technologies, enabling seamless integration across applications and environments. Mechanisms must allow for human intervention should the AI system generate undesirable or erroneous solutions. AI systems must be able to explain their decisions and actions in human-understandable terms, must operate securely and be protected from cyber threats, and must learn and adapt to environmental changes and reactions. AI developers and operators must take responsibility for the correct and ethical operation of their systems. AI should be accessible and useful to all users, regardless of their technical skills and knowledge. AI systems must protect the data they work with, ensuring that personal data is secure and used ethically.
