
Legislative amendments to the fiscal and customs policy-2025 have been published in Monitorul Oficial (the Official Journal of Moldova) on August 15
The document contains amendments to 16 laws, which are meant to adjust the fiscal legislation to the development of economic and social processes in the context of Moldova's European integration process. The proposed measures and instruments are aimed at promoting the creation of a harmonized, fair and efficient tax system. In particular, the personal exemption and exemptions for dependents will be increased by 10% in 2025. The range of non-taxable income will also be expanded. These include income received by individuals on the sale of a car owned for at least 3 years; income received by individuals from interest earned on government securities and bonds issued by local governments; and income received from the sale of electricity by individuals who produce renewable energy and to which the net metering/net billing mechanism applies. The amendments also provide for simplification of the tax reporting process for micro-enterprises with no more than 5 employees. At the same time, it provides for increased financial autonomy for local governments, offering the right to raise property and land taxes by up to 300% for buildings and unimproved urban land, as well as for agricultural land that has not been cultivated for 2 consecutive years. The tax for dog owners will be abolished, and the rules governing the tax on advertising placement and the tax on advertising devices will be adjusted. In the customs field, the draft aims to extend the validity of permits for special customs regimes until January 1, 2027 and exempt from guarantee goods placed under the customs regime of temporary importation for technical and investment assistance or active improvement projects until December 31, 2026. Fines for customs declarations or accompanying documents for goods with incorrect data will also be reduced from 40% to 2% if the goods have passed full physical inspection and received customs clearance. // 15.08.2024 - InfoMarket.
